In and around 1975, the Reverend Clifford Carr asked members of the Parish of the Holy Family Episcopal Church, composed of St. Mary's Church in Wind Gap, PA and St. Joseph's Church in West Bangor to consider "community outreach" by establishing a facility for senior citizens on a fixed income, under the direction of the United States Department of Housing and Urban Development.
Taking seven years to accomplish, with the "seed money" being supplied by the Episcopal Diocese of Bethlehem (and later a loan) committee's were established consisting of individuals from the Episcopal Church, other local churches, community members and politicians.
